Public Buildings Rehabilitation Programme (PIREP)

The Public Buildings Rehabilitation Programme (PIREP) included in the Recovery, Transformation and Resilience Plan designed by the General Directorate of Urban Agenda and Architecture is a project aligned with the New European Bauhaus initiative.

This Program is aligned with the New European Bauhaus initiative due to:

  • It promotes the sustainable rehabilitation of the public housing stock: its purpose is to renew the buildings in which citizens carry out various activities, such as schools, hospitals, health centers, sports centers, etc.
  • The actions that are financed seek to improve the energy efficiency of these buildings with a comprehensive approach based on the quality principle of the Architecture Quality Law and responding to the criteria of sustainability, inclusion and aesthetic provided by the New European Bauhaus.
  • This program has been articulated through a call for aid. The selected projects have been those that have achieved the highest score based on the following assessment criteria:

For the assessment of quality, the following will be considered: the architectural value of the proposal; the conceptual interest to improve the technique, aesthetics and functionality of the existing building; the rationality, flexibility and functionality of the intervention; and harmonious integration into the urban fabric and landscape.

The adaptation of the spaces to efficiency standards, the rigor of the justification provided, simplicity and lower potential maintenance costs will also be taken into account.

The coherence, credibility and precision of the temporal planning of the entire action (provided for by the schedule that accompanies the action) will be considered. Also the proposed work methodology to guarantee compliance with the required objectives.

The selection and development of the project must be the result of project competitions with the intervention of a jury, participatory processes, committees of experts, citizen participation, collaboration between administrations, or any other procedure oriented towards economic, social and institutional balance.

It will be positively valued the ability to incorporate several improvements in habitability, accessibility, conservation, safety of use and digitalization of buildings (in addition to a reduction of at least 30% in non-renewable primary energy consumption).

For the assessment of innovation, three areas will be considered:

  • In the field of energy innovation, those projects aimed at transforming the building into one with zero, almost zero consumption, or with a more ambitious reduction than the minimum 30% required, will be positively taken into account.
  • In the field of construction innovation, attention will be paid to the choice of materials and the design of construction solutions.
  • Regarding typological innovation, projects must lead towards a modernization of Public Administration, through the optimization and/or transformation of spaces, both at a physical and conceptual level.

The achievement of inclusive and accessible spaces that incorporate sustainable solutions that respond to needs beyond the material dimension will be valued. It is intended that it enables the recovery of disused buildings, that it generates an impact on its environment and that it contributes to the priorities of the Recovery, Transformation and Resilience Plan.
